The following issues are addressed.

1. LAN CTE position unable to answer

When TSP receives a MADN Active message for a line, it increments the usage 
count for that Line. Under certain conditions, the TSP sees two MADN Active 
messages and the usage count is incremented to 2. This count will get 
decremented to 1 when the call goes to idle but never get decremented back 
down to 0. So when the next call comes in on that line, the count is 
incremented again but because the value 2 is greater than the number of 
appearances of that line on the set, the set is not allowed to answer the call.
 
TSP was modified to handle such situation where two MADN active events 
are seen.

2. Call transfer failure 

A timing issue in the BCM occurs when a Trunk hook flash is requested on a 
hidden call from the Secondary position while, at the same time, the Primary 
position releases the shared call. This issue has been corrected.

In Patch 2.10: 
Added GetConfiguredClientList, GetClientDeviceList to WTestAcc
Added 4 new private APIs to Cte to support retrieving and clearing
of Hunt Group Metrics.
Added new state machine to handle these requests and communicate accordingly
with the core to get the required information.
Added new Cte Application that runs as a service on the BCM 
(Hunt Group Metrics Reporter) that utilizes these APIs to collect HG metrics 
and places the output in the CDR datafile directory so CDR data collection
includes this new data.
In Patch 1.80: 
Changed to monitor to properly return ME_NOT_SUPPORTED when attempting 
to monitor a HG
Fixed problem where when the core telephony returns an error when trying 
to disable the device through an xfeature, we were not properly returning
the error. Instead, a second request was being sent and the error field reset
to Okay.
