to apply this upgrade if there are no reported issues. In those cases, systems should
be updated at the next regular service opportunity.

The following issues are addressed:

1. Daylight Saving Time changes for New Zealand effective September, 2007.
Legislated changes to the start and stop dates for Daylight Saving Time
come into effect in New Zealand starting in 2007. This patch updates DST data 
on the BCM so that future transitions continue to be performed automatically. 
DST now starts at 2:00 am on the last Sunday in September, and ends at 3:00 am 
on the first Sunday in April.
