1. Changes to Australian Daylight Saving Time for April 2008
   Legislated changes to the start and stop dates for Daylight Saving Time
   come into effect in Australia starting in April, 2008. This update installs
   correct DST data on the BCM so that future transitions continue to be 
   performed automatically. This update is not applicable for Western Australia.
