Two potential problems have been identified within 1)the Message Archive feature
that, if experienced, may result in impossibility to send a message 
from a local mailbox to a NMS mailbox under some circumstances. 2)within the Deliver to Telephone feature that, if experienced, may result in considerable 
delay of delivering messages under some circumstances.
