PRODUCT_LINE: CALLPILOT

This change is needed to address a failure of the Dialogic service 
to start on a CP server which has been re-imaged (to CP4.0 GA), 
but has not yet run Configuration Wizard. If a newly-reimaged 
CallPilot server is rebooted before running Configuration Wizard, 
and the T1 cables attached, then the Dialogic service may fail to start. 
This PEP addresses the Dialogic service startup failure. 

MDS Performed the Sanity test for this PEP and the result is PASS.
