If you did not generate a keycode for that customer, then you can't view any of the codes!.
only the person of the distributor who generated it and what it was for!.

Questions is, does anyone remember if you generate a key code, 
then can you see all of the past keycodes?

No. Maybe if you were the one that has generated codes for that system in the past

Yes Nortel. Seems as though if you swap vendors you lose your access to retrieve the codes.

That is correct. The "Distributor of Record" is the only one who can see the codes. 
You can submit a Distributor of Record change request and it will usually be changed 
within 24 hours. At least that has been my experience.

Well now I don't see the DOR form on Nortel's website. 
You can always call the Nortel main number and enter ERC 4560. 

I have needed keycodes a couple of times over the last few months 
and the person that answers the phone has given them to me no questions asked.

It looks like they changed the name from "Distributor of Record" 
to "Keycode Access Request".
