The Set Publisher dialog has the following components:
Choose the new publisher from the list of candidates Lists the users you can select the publisher from. Select a user and click OK to grant PUBLISH permissions to the selected user. Double-clicking a user grants that user PUBLISH permissions and closes the dialog.
You can only select one publisher for the database.
